‘Headmasters Were Threatened Over SHS Crises’ —CHASS Claims

The National Secretary of the Conference of Heads of Assisted Secondary Schools (CHASS), Primus Baro, has disclosed that some headmasters are reluctant to discuss challenges in their schools due to threats and warnings from government officials.

In an interview, Mr. Baro revealed that CHASS had received numerous complaints from school heads about these threats. He recalled an incident in 2023 when the association issued a communiqué highlighting issues in secondary schools, which led to a tense meeting with the former Education Minister.

“The minister was unhappy with some of our statements, but we explained that we were only voicing the concerns of our members,” Mr. Baro said.

He acknowledged that such incidents have made many headmasters fearful of speaking out. “It’s true. Many are afraid to talk because of possible threats or warnings. It happens, and you can’t ignore that,” he added.

Mr. Baro also pointed out the strict communication rules within the Ghana Education Service (GES), which require school heads to get approval from their Regional Directors or the Director-General before making public statements.

“Unless you have permission from the district, regional, or Director-General level, you cannot comment on issues publicly,” he explained during an interview on TV3’s Hot Issues.

He added that these restrictions have created a culture of silence, limiting transparency and hindering efforts to resolve critical issues in the education sector.
